The Annual Purchasing Plan main goal is to allow the State Entity likely to increase the conditions of competition through the participation of a greater number of traders involved in the selection processes occurring during the fiscal year, also allowing the State to count with enough information to perform its coordinated purchase.

Contribuir a la formación integral de la población de Pasto, satisfaciendo necesidades respecto a la práctica del deporte, la educación física y la recreación como elementos integradores y facilitadores de los componentes: Educación, Salud y Desarrollo Social, generando cultura de vida. PASTO DEPORTE será un ente rector de la política pública para el Deporte la Educación Física y la Recreación con un amplio reconocimiento entre la población por la calidad de su gestión y la cobertura de sus programas, hacer de Pasto un escenario modelo del uso constructivo del tiempo libre que brindara mejores opciones de vida y desarrollo integral de la población.
Strategic perspective:
El instituto tiene dos programas institucionales Pasto si participa y disfruta y forma deportivamente con sentido social y cultural para formación de la niñez y la juventud a través de las escuelas de formación y el segundo proyecto se denomina pasto vive juega recrea se mueve y genera cultura de vida para el aprovechamiento del tiempo libre y actividad física.
