The Annual Purchasing Plan main goal is to allow the State Entity likely to increase the conditions of competition through the participation of a greater number of traders involved in the selection processes occurring during the fiscal year, also allowing the State to count with enough information to perform its coordinated purchase.

Mission and Vision:

MISION: La misión de la UPIT es velar por la planeación, el desempeño y la modernización de la infraestructura de transporte de Colombia, como un medio para alcanzar el el desarrollo económico, social y ambiental, dentro de su rol como entidad miembro del sector transporte y como referente técnico para la implementación de políticas públicas orientadas a la eficiencia en el gasto público y al logro de una sociedad incluyente y equitativa. La UPIT es una unidad adscrita al ministerio de transporte, que busca articular, planear y recomendar estrategias integrales y sostenibles promoviendo la movilidad, mediante un modelo dinámico que nos permita ser referentes técnicos a través de recomendaciones estratégicas intermodales y multisectoriales. VISIÓN: La UPIT será la entidad líder en innovación y planeación eficiente, sostenible y resiliente de la Infraestructura de Transporte en Colombia. Seremos una unidad orientada a la generación de valor, que guiará el desarrollo de la infraestructura de transporte intermodal como el medio que llevará a Colombia a alcanzar un alto nivel de competitividad, desarrollo económico, integración regional y una sociedad más inclusiva. Seremos el apoyo técnico para la implementación de política pública que conduzca a Colombia a alcanzar los Objetivos de Desarrollo Sostenible de la ONU y la Estrategia Climática de Largo Plazo de Colombia E2050.

Strategic perspective:

Mediante el Decreto 946 del 21 de mayo del 2014, el Gobierno Nacional creó a la Unidad de Planeación de Infraestructura de Transporte (“UPIT”) como una Unidad Administrativa Especial, que integra el sector descentralizado de la Rama Ejecutiva del Orden Nacional, con personería jurídica, patrimonio propio, autonomía administrativa, financiera y técnica, adscrita el Ministerio de Transporte. La Unidad cuenta para el 2021 con dieciséis (16) funcionarios y diez (10) contratistas de apoyo, sin embargo se espera que para el 2022 y 2023 se provisione el total de la planta adoptada mediante el decreto 1819 de 2020 , con un total de ochenta y ocho (88) empleos.
