The Annual Purchasing Plan main goal is to allow the State Entity likely to increase the conditions of competition through the participation of a greater number of traders involved in the selection processes occurring during the fiscal year, also allowing the State to count with enough information to perform its coordinated purchase.

El IPCC se concibe como el rector de la Política Cultural del Distrito de Cartagena de Indias, que a partir de la afirmación, defensa y dinámica del multiculturismo y la descentralización enriquece las posibilidades de realización humana en el espacio urbano, estimula procesos de formación, creación e investigación, defiende las tradiciones, artísticas y culturales, modernas y sus relaciones con las expresiones universales. El Instituto de Patrimonio y Cultura de Cartagena tiene la siguiente LÍNEA ESTRATÉGICA: ARTES, CULTURA Y PATRIMONIO PARA UNA CARTAGENA INCLUYENTE, la cual se desarrolla a través de los siguientes programas: 8.5.1 PROGRAMA: MEDIACIÓN Y BIBLIOTECAS PARA LA INCLUSIÓN; 8.5.2. PROGRAMA: ESTÍMULOS PARA LAS ARTES Y EL EMPRENDIMIENTO EN UNA CARTAGENA INCLUYENTE; 8.5.3. PROGRAMA: PATRIMONIO INMATERIAL: PRÁCTICAS SIGNIFICATIVAS PARA LA MEMORIA; 8.5.4 PROGRAMA: VALORACIÓN, CUIDADO Y APROPIACIÓN SOCIAL DEL PATRIMONIO MATERIAL; 8.5.5. PROGRAMA: DERECHOS CULTURALES Y BUEN GOBIERNO PARA EL FORTALECIMIENTO INSTITUCIONAL Y CIUDADANO; y 8.5.6. PROGRAMA: INFRAESTRUCTURA CULTURAL PARA LA INCLUSIÓN.
