The Annual Purchasing Plan main goal is to allow the State Entity likely to increase the conditions of competition through the participation of a greater number of traders involved in the selection processes occurring during the fiscal year, also allowing the State to count with enough information to perform its coordinated purchase.

Planificar, dirigir y promover el desarrollo económico y social del Departamento del Cesar, a través de una gestión pública responsable, orientada con criterios de prioridad, racionalidad, equidad, solidaridad, desarrollo sostenible, de transparencia administrativa y de buen gobierno, para el mejoramiento de la calidad de vida y el bienestar general de sus habitantes.

Strategic perspective:

El Cesar para el 2032. estara entre los diez (10) Departamento mas competitivos del Pais, el principal motor de desarrollo sera su capital humano emprendedor, que hara uso de la tecnologia adecuada, innovadora y dotarà a los empresarios de un ambiente de negocios altamente productivo y confiable, permitiendo el desarrollo sostenible de sectores como el carboquimico, carnico y lacteo, Agroindusrtial y turistico-Cultural, aprovechando el inimenso potencial del folclor vallenato, potendializando su valor agregado con un horizonte exportador y elevando la calidad de vida de sus habitantes.
