The Annual Purchasing Plan main goal is to allow the State Entity likely to increase the conditions of competition through the participation of a greater number of traders involved in the selection processes occurring during the fiscal year, also allowing the State to count with enough information to perform its coordinated purchase.

Contribuir al mejoramiento de la calidad de vida de los habitantes del municipio de Soledad, a través del desarrollo urbanístico sostenible, el control urbanístico y a la enajenación de vivienda, así como el control y vigilancia del medio ambiente. Convertirse en la autoridad ambiental del municipio de Soledad Atlántico para dar respuesta a las problemáticas ambientales y planear el desarrollo urbanístico y sostenible del territorio en armonía con los principios de las políticas públicas de desarrollo sostenible y de gestión del riesgo de desastres.
Strategic perspective:
El acuerdo 000135 del 09 de diciembre de 2010, modificado por el acuerdo 000152 del 30 de octubre de 2012, establece el objeto social del EDUMAS y las acciones para su desarrollo, de donde se desprende la misión y los objetivos institucionales de la entidad, lo cual permite a la administración construir la visión de la misma, acorde con la visión institucional de la administración municipal de Soledad, establecida en su plan de desarrollo.
