The Annual Purchasing Plan main goal is to allow the State Entity likely to increase the conditions of competition through the participation of a greater number of traders involved in the selection processes occurring during the fiscal year, also allowing the State to count with enough information to perform its coordinated purchase.

Misión: "Liderar, administrar y ejecutar dentro de su jurisdicción, la gestión ambiental de los recursos naturales renovables y el ambiente, para el desarrollo sostenible del territorio". Visión: "En el 2040 habremos reafirmado nuestro reconocimiento a nivel nacional y dentro de la jurisdicción como autoridad líder en la gestión ambiental a través del fortalecimiento de las competencias del talento humano y la modernización tecnológica, para contribuir al desarrollo sostenible" 

Propender por el desarrollo sostenible y la protección del medio ambiente en su jurisdicción, a través de la ejecución de las políticas, planes, programas y proyectos sobre medio ambiente y recursos naturales renovables, así como dar cumplida y oportuna aplicación a las disposiciones legales vigentes sobre su disposición, administración, manejo y aprovechamiento, conforme a las regulaciones, pautas y directrices expedidas por el Ministerio de Ambiente, Vivienda y Desarrollo Territorial.
