The Annual Purchasing Plan main goal is to allow the State Entity likely to increase the conditions of competition through the participation of a greater number of traders involved in the selection processes occurring during the fiscal year, also allowing the State to count with enough information to perform its coordinated purchase.

Misión: La RAP PACIFICO es el vehículo que permite alcanzar procesos de planificación integrada multinivel y su materialización para el desarrollo sostenible de la región, articulando voluntades de los actores públicos, las comunidades, la academia y el sector privado, proporcionando conocimiento y acompañamiento a la gestión territorial con voluntad politica y experticia técnica. Visión: Para el año 2039, el Pacífico colombiano será un territorio autosostenible, de paz, equitativo, solidario, próspero y con educación pertinente, que propenderá por el bienestar colectivo de su población y de su biodiversidad, conservando su patrimonio ancestral y natural e impulsando su diversidad étnica y cultural como elementos integradores. Estará conectada internamente, con Colombia y el resto del mundo, como región interoceánica, transamazónica y transfronteriza, contando con capacidades propias, que le permitirán desarrollar políticas, programas y proyectos sostenibles, innovadores, sustentables y participativos. 

El Plan Estratégico Regional (PER) es la hoja de ruta para el desarrollo de la región Pacífico en un horizonte de 20 años, construida a partir de la identificación de diversas problemáticas de carácter regional y la definición de una agenda conjunta de gestión e inversión, en torno a proyectos e iniciativas orientadas a la sostenibilidad ambiental, el desarrollo socioeconómico, la consolidación del sistema logístico y multimodal, la articulación urbano-rural, la identidad cultural, la construcción de paz, la consolidación de modelos de gobernanza y el fortalecimiento de la gobernabilidad territorial.
