The Annual Purchasing Plan main goal is to allow the State Entity likely to increase the conditions of competition through the participation of a greater number of traders involved in the selection processes occurring during the fiscal year, also allowing the State to count with enough information to perform its coordinated purchase.

Misión: El Instituto lidera acciones que mejoran las condiciones de las personas de la Economía Social, fortalecen sus capacidades culturales y comerciales e impulsan su bienestar integral. Así mismo, contribuimos al abastecimiento y seguridad alimentaria, al progreso productivo, turístico y gastronómico de Bogotá Visión: Para el 2035 el IPES será reconocido por aportar en la articulación del ecosistema de la Economía Social, desarrollando procesos de excelencia, basados en un modelo de servicio informado, incluyente, sostenible, que transforma vidas, y contribuye al desarrollo socioeconómico equitativo y al abastecimiento y seguridad alimentaria de la ciudad 

El Instituto para Economía Social -IPES- propende por generar alternativas de ingreso para la población dedicada a actividades de la economía informal en el espacio público de la capital, guiándose por los siguientes objetivos estratégicos: 1. Ofertar alternativas y servicios diferenciados a los grupos de valor considerando la ruta de atención integral y las necesidades de innovación. 2. Desarrollar integralmente la ruta de formación y orientación para el empleo desde el diagnóstico de necesidades, orientada a los grupos de valor para lograr su inclusión social y productiva en condiciones dignas. 3. Ampliar y mantener el número de Plazas Distritales de Mercado fortalecidas para el turismo, a través del posicionamiento de su cocina tradicional y de la exaltación de estos patrimonios cultural e inmaterial.
