The Annual Purchasing Plan main goal is to allow the State Entity likely to increase the conditions of competition through the participation of a greater number of traders involved in the selection processes occurring during the fiscal year, also allowing the State to count with enough information to perform its coordinated purchase.

Es misión de la Secretaria de Movilidad Contemporánea orientar y liderar la formulación de las políticas, programas y estrategias del sistema de movilidad y transporte, considerando al campesinado como sujeto de especial protección e incorporando un enfoque de respeto a los derechos ambientales, para asegurar la organización y control del orden en materia de tránsito, garantizando la preservación y mejoramiento de la seguridad y calidad de vida de la comunidad del Departamento.
Strategic perspective:
La Secretaría de Movilidad Contemporánea como perspectiva estratégica plantea la ejecución de acciones en dos sentidos: disminución de los índices de accidentalidad a través de la implementación de mejoras en la malla vial, promoción de proyectos de transporte masivo, concientización a actores viales, y, por otro el fortalecimiento de los ingresos a través de una mejor prestación de los servicios de tránsito.
