The Annual Purchasing Plan main goal is to allow the State Entity likely to increase the conditions of competition through the participation of a greater number of traders involved in the selection processes occurring during the fiscal year, also allowing the State to count with enough information to perform its coordinated purchase.

La Contraloría General de Boyacá, le corresponde ejercer el control fiscal de la administración y de los particulares o entidades que manejen fondos o bienes del Estado en el Departamento y sus Municipios, esta labor constitucional la desarrolla propiciando la participación activa de la comunidad y promoviendo el correcto manejo de lo público a través del control social ejercido desde los territorios y que permitan la equidad y empatía entre las instituciones y todos y cada uno de los y las Boyacenses.

Fortalecer el progreso institucional, recurriendo en la mejora continua del capital humano en el desarrollo de una cultura de valores organizacionales que tengan énfasis en la ética, probidad y la gestión del conocimiento, promoviendo una cultura de moralidad y transparencia administrativa en el ejercicio de la función pública, impulsando la participación ciudadana en el control del uso de los recursos del Estado.
